Fix Calico etc mode #12578
Description
What happened?
The commit ede92b0 fixed an issue with the network policies being part of a different API group. Unfortuneatly it has not been included in the latest 28.1 release. Can it be included in 28.2? Currently we have a manual work around in place with a custom clusterrole
What did you expect to happen?
I expected v2.28.1 to include the commit to fix the cluster role indding for calico in etcd mode.
How can we reproduce it (as minimally and precisely as possible)?
Install a cluster that uses calico in etcd mode.
