Migrate securitygroup code to AWS SDK v2

Update calls in the following packages and files. Note that this is not necessarily an exhaustive list.

./pkg/cloud/services/securitygroup/securitygroups.go

This issue is currently awaiting triage.

If CAPA/CAPI contributors determines this is a relevant issue, they will accept it by applying the triage/accepted label and provide further guidance.

It looks like this was already implemented in: #5521 but for some reason the GH automation didn't close this issue even if it was marked as "fixes". Anyway, closing it manually.
