[feat: gw api] Add common listener config for gateway api

Description

This PR adds a translation logic for gateway listeners to elb listeners. This is only supporting the basic HTTPRoute and TCPRoute with simplest config for ALB and NLBs respectively. We will add more L4 and L7 related configuration during the individual implementation.
