adds more detailed error logging to run_cargo_command

trying to fix Dependabot::Updater::SubprocessFailed

sentry throwing generic error for rust repositories using cargo

Anything you want to highlight for special attention from reviewers?

thought it was an existing problem, #1780
but I saw other sentry events leading to repos that were not using workspaces or globs
