Error authenticating with Jira: Error [ERR_FR_TOO_MANY_REDIRECTS]: Maximum number of redirects exceeded

Describe the bug
Unable to login when using Remote-SSH extension. Works fine on local machine

To Reproduce
Steps to reproduce the behavior:

1. Start SSH session in VSCode using Remote-SSH extension
2. Try to login to JIRA on-prem instance using API token
3. Fails with error: Error authenticating with Jira: Error [ERR_FR_TOO_MANY_REDIRECTS]: Maximum number of redirects exceeded

Expected behavior
I should be able to login to JIRA, even during a remote session

UPDATE:
After enabling https tunnel setting, the error changed to "self-signed" certificate. I then enabled ssl and set location of CA certificate. Now, I'm again getting the "too many requests" error

I'm able to connect by running curl using the same cert:
curl -v https://<jira_url> --cacert jira.crt

I think the issue is that when https tunnel is enabled, it is not picking up the ssl certs. Either one of ssl or https tunnel seems to be allowed for some reason but i need both.
