Thanks @Beburks can you give more details please. How is usage being measured? For instance, is there a predetermined usage threshold that has been set and once it's hit, they are no longer free?

All cost is the responsibility of the internal GitHub team and will not be passed on to the individual user. We do not have a set threshold for usage at the moment as we are trying to determine the usability and likability of these quests as a part of our larger content strategy.
